PWC Technology for Computers (PWCT) is a company wholly owned by Agility. PWCT provides e-Government solutions designed to facilitate trade, and improve customs and tax revenues. We offer governments a platform for multi-agency collaboration that facilitates paperless cross-border trade, offers speedier customs processing, and emphasizes transparency and visibility.

We have executed various types of IT modernization implementation and integration projects for customs administrations in countries such as Kuwait, Malaysia, Egypt, Pakistan, and Ghana. We are one of Agility’s enterprise solutions developers that consistently deliver highly successful IT projects.

Job Summary

We are seeking a seasoned bi-lingual Techno-functional Project Manager to lead end-to-end delivery of large-scale IT projects, particularly within the government and customs domains. The ideal candidate will combine strong technical understanding with proven leadership, business analysis, and client engagement capabilities to ensure successful project outcomes.

Key Responsibilities :

Project Management & Execution

  • Lead the planning, execution, and delivery of IT implementation projects in alignment with PMI and Agile frameworks.
  • Define and manage project charter, scope, timelines, resource plans, and deliverables.
  • Oversee budget tracking, resource allocation, and vendor coordination.
  • Drive risk, issue, and quality management throughout the project lifecycle.

Client & Stakeholder Engagement

  • Act as the primary point of contact with the client, ensuring alignment between business needs and technical solutions.
  • Build and maintain strong relationships with clients, internal teams, and external partners.
  • Facilitate regular stakeholder meetings and status reviews.

    • Technical Leadership

  • Translate business requirements into functional and technical specifications.
  • Collaborate with development teams to ensure technical alignment and adherence to Microsoft Dev Stack standards.
  • Provide input and oversight on systems architecture, integration, APIs, and CI / CD pipelines.

    • Communication & Reporting

  • Develop and execute comprehensive communication plans.
  • Prepare and deliver presentations, project updates, and dashboards to internal and external stakeholders.
  • Communicate effectively in both English and Arabic, including during executive briefings and workshops.

    • Team Management

  • Lead cross-functional teams (20+ members), ensuring collaboration, motivation, and clarity of responsibilities.
  • Identify skill gaps and coordinate training or support as needed.
  • Foster a collaborative team culture aligned with company values and ethics.

    • Requirements

    Your Qualifications

  • Bachelor’s degree in Computer Science, Business Administration, Project Management, or a related field.
  • PMP-certified Project Manager (PMP) required.
  • Certifications and proficiency in Agile methodology, JIRA, and TFS / Azure DevOps.
  • Minimum 10 years of experience in managing large-scale IT projects, ideally in the government or public sector.
  • Demonstrated ability to lead and manage large cross-functional teams.
  • Strong background in Microsoft technologies (SDLC, .Net, CI / CD, APIs, integration).
  • Experience in customs or supply chain domains is a significant advantage.

    • Your Proficiencies

  • Strong knowledge of project management methodologies and tools, including Agile and Waterfall.
  • Excellent communication skills, both verbal and written, with fluency in English and Arabic.
  • Demonstrated ability to manage cross-functional teams and engage with stakeholders at all levels.
  • Strong analytical and problem-solving skills, with the ability to think critically and strategically.
  • Experience with project management tools such as Microsoft Project, JIRA, or similar.
  • Ability to handle multiple projects simultaneously and meet tight deadlines.
  • Develop project communication plan and provide regular and frequent updates to all project stakeholders
  • Strong interpersonal skills and the ability to work collaboratively with diverse teams.
