The Role
To manage the purchasing of IT & Security functions of frequently purchased goods and services under a given limit, ensure the company purchases supplies at the best possible price with the most favorable terms, and do so to International best practice standards within the telecommunications industry. Responsible for developing, executing, and managing the sourcing strategy.
Key Responsibilties :
Implement policies and procedures consistent with organizational requirements to ensure Ooredoo & Phono has a purchasing system that meets international best practice standards.
Align and coordinate with OG Strategic Sourcing on spending categories and comply with OGSS Policy.
Develop POs & manage PRs in order to obtain the best possible pricing and terms for Ooredoo when it purchases supplies.
Develop & review contracts, ensuring the capture of key clauses for the interest of the company in line with the contract management handbook and relevant policies.
Undertake techno-commercial bid evaluations on bids and offers received and liaise with customers to request technical bid evaluation if required.
Ensures that purchasing business practices within the unit are compliant with Ooredoo policies, DRM and regulations, and any applicable international laws.
Ensure all processes within the unit are followed, managed and updated on a regular basis to the highest quality standards as defined by Ooredoo Senior Management.
Monitor and push through adequate controls to ensure quality, prices, and best terms.
Develop category strategies in a structured approach to managing and optimizing the sourcing process within a specific category with the objectives to enhance efficiency, to reduce costs, to manage risks, to foster innovation, and to contribute to overall procurement excellence.
Works with the business to define category needs and specifications & coordinate strategic sourcing activities with Business unit category owners.
Participate in the process of the establishment of a vendor database by working closely with the Contracts, Strategic sourcing, and materials management teams.
Constantly seeks to update own knowledge and that of others within the department in relation to industry standards for Supply Chain Management and its related parts (e.g. Procurement)
Assists in responding to customer inquiries; serves as customer service representative.
Assisting SCM Head in preparing budget and plans and forecasting.
Responsible for all SCM automation activities, systems implementation, design and improvement,
Proactively take responsibility for self-improvement by staying well-informed of developments, knowledge and innovations in relevant field of expertise.
Good understanding of logistics, supply chain management and strategic sourcing concepts and best practices
Ability to successfully address large, challenging supplier relationships and evaluate vendor performances.
Strong reporting skills and ability to engage with all levels of management.
Good analytic and departmental report preparation.
Qualifications :
Bachelor Degree in Business Administration or a related discipline from a recognized tertiary institution.
Job specific technical Skills :
7-10+ years’ experience of Procurement / Supply Chain negotiations
Knowledge of ERP solutions, for example financials, supply chain, projects and other ERP suite of applications.
Specific knowledge in purchasing management within a telecom's environment.
MS Office
Computer literacy and a good knowledge of standard office software.
Must understands integrated supply chain concepts
Must be knowledgeable in planning and forecasting systems (MRP / ERP / CRM)
Must have experience in implementing Planning / Forecasting system
Understanding of all Procurement processes and in particular to bid and tender evaluation processes
Aware of Freight and Overseas Contracts terms and conditions
